
With
42 days until Election Day, Capitol Opinion was retained
by Keep Economy, Efficiency and Professionalism in Janesville
or K.E.E.P. to conduct a survey including message testing
of the Janesville electorate to ascertain the opinions
on two very contentious referendum ballot questions.
In addition, Capitol Opinion was to design a comprehensive
campaign plan for K.E.E.P. that incorporates the results
of the surveys to convince voters to oppose the two
referendum ballot questions.
The Capitol Opinion survey
conducted for K.E.E.P. found that there was extremely
high awareness among the Janesville electorate about
the referendum and on the initial ballot test question
that the electorate was almost evenly divided on the
referendums, with just a slight margin of voters more
likely to favor the referendums than oppose. Capitol
Opinion also tested several messages among the likely
voters to establish what information may influence the
decision making process of the electorate.
Capitol Opinion designed
a fully integrated campaign plan, including paid and
earned media and grassroots activities, to target undecided
and soft voters to educate the voters on why they should
oppose the referendums.
The result, Janesville
voters defeated both referendums by margins of 3 to
1 on one referendum and 2 to 1 on the second referendum.
